H.R. Bill 3938-- ENFORCEMENT FIRST IMMIGRATION REFORM ACT OF 2005
• This bill imposes sanctions for acts "violating the oath of renunciation and allegiance" that is taken by naturalized U.S. citizen.
• It subjects citizens to a fine of $10,000 and/or imprisonment for one year for using the passport of a foreign state in which that person was previously a citizen.
• The same penalty of $10,000 and/or imprisonment for one year will be imposed on U.S. citizens who vote in an election, run for elective office, serve in government, or serve in the armed forces in their previous country of citizenship
• An exception to this bill applies only if the Secretary of State or the Secretary of Defense grants a waiver to the naturalized citizen. Such waivers will be granted on a case-by-case basis.
• Under this bill, the Secretary of State will reinstate a policy of discouraging dual citizenship.
• The Secretary of State will also start a new policy of informing birth nations of the naturalized citizen's new status as American citizens.
• If the current text of this bill becomes enacted, these provisions will apply only to individuals naturalized on or after the date of the enactment of this Act.
